why didn't Encores have Rob Marshall direct it?

I'm curious why, after a lauded revival production starring Ann the keeper of Fosse and Bebe a Fosse pro, who both starred in the Encores revival... why wouldn't Rob have been brought in to direct? Or was that the plan but he wasn't available?

Of course this film is quite far from the Encores/Bobbie vision, and Marshall didn't even use the full Fosse choreography for the movie, he did his own choreography with some Fosse quotes and inspiration here and there if I'm not misremembering. But it does seem like it would have been an obvious thing to have him do the Encores.

But then, having him direct a Kiss of the Spider Woman movie would have been the most obvious thing in the world, especially after Chicago and after he co-choreographed the brilliant original production... but, alas. A lot of obvious things don't come to be.
