Yes, it was very strange that the Tonys allowed Rose to be nominated given that he had played the role previously in New York in a theatre that was widely although not universally considered Broadway, and where the actors were paid Broadway salaries (although always minimum). But the Tonys administrators and committees changed their rules whenever it suited them. For one crazy example, Fosse starred in Pal Joey at City Center in 1961 and 1963. He was not nominated for his performance in the 1961 production, but he was nominated for his performance in the 1963 revival (although because of when the production opened in 1963, his nomination was for the 1963-1964 Tonys).
