Perhaps for Off-Broadway: ''Here's a health, here's a toast to a prosperous year, to the new chandelier.'' It's a day late, but ''A Doll's Life'' featured a song by Comden & Green & Grossman called ''New Year's Eve.'' Speaking of short-lived musicals of the '80s, did anyone here see ''Happy New Year'' (at the Morosco)? Burt Shevelove directed and wrote the book for this musical adaptation of Philip Barry's ''Holiday'' with repurposed Cole Porter songs.
