I think the issue is more likely disagreement over who "deserves" the honor and who doesn't. Are we talking about people who've made a huge impact on Broadway theatre? People who are famous? People who are beloved in the community? And reasonable people will disagree on these questions. One recent example is Dame Maggie Smith. Hugely famous, yes...beloved actress, yes...but her career was not largely on Broadway, although she certainly did make appearances there. Gavin Creel was beloved and had a career largely in New York theatre, but very few outside the tri-state would have known his name. And then what about people who aren't performers? What about the stage managers, designers, wardrobe supervisors, dressers, etc. that no one's ever heard of, but who spent their careers in New York theatre and made a huge impact on those they worked with?
